Executive summary

At legislative and policy level, we recently enacted the Law of the People’s Republic of China on the Quality and Safety of Agricultural Products, identified the concept of “Public Plant Protection and Green Plant Protection”, established the National Technical Committee of Standardization for Plant Quarantine, worked out emergency action plans in case of outbreaks of major agricultural and forestry plant pests and the entry of alien invasive pests. At technical level, new progress was made in the field of pest control by natural enemies, physical trapping, ecological regulation, breeding of pest resistant varieties. At infrastructure level, a number of pest early-warning and control stations were set up with functions of quarantine surveillance, forecasting and control, pesticide testing, resistance-monitoring and technical training. In terms of field control practices, we extended the control pattern combining professional prevention and control with farming-household prevention and control and a joint surveillance and control program was conducted against major quarantine pests.
