Leads the Bureau of Plant Industry to ensure the availability and accessibility of quality planting materials through conservation-registration and protection of plant genetic resources and aid in the increased crop production-generate production innovations and technologies-manage crop pests and diseases and establish plant biosecurity and food safety systems-and regulate products of plant biotechnology. Directs the High Value Crops Development Program HVCDP) towards the accomplishment of the National Agriculture and Fisheries Modernization and Industrialization Plan NAFMIP) as well as Commodity Industry Roadmap Development. Initiated closer collaboration among High Value Crops industry stakeholders and local institutional markets and multinational companies. Instituted administrative improvements to better serve clients and monitor and evaluate the budget and implementation of programs. Heads the National Urban and Periurban Agriculture Program NUPAP) to become one of the banner programs of the Department of Agriculture. Provided production inputs to households-communities-and cooperatives to encourage food always in the home FAITH). Instituted guidelines for the implementation of the national urban agriculture program to be the gateway for and complement periurban production. Pushed for Vertical Farming VF) as a new production technology that contributes to food security and resilience to climate change.
